New affordable housing lotteries have opened for new developments in Downtown Brooklyn, Fort Greene, Greenpoint, Williamsburg, and Bushwick, with one-bedrooms, two-bedrooms, and three-bedrooms available for eligible families. Plus, a new policy to cut down on vacancies in New York City’s affordable housing units will allow applicants to bypass the lottery for re-rental apartments.
New policy allows applicants to skip the housing lottery on re-rentals
It’s well known that New York City faces a severe shortage of affordable housing for low- and middle-income residents. Traditionally, the housing lottery has been the primary way for eligible renters to access these units. However, a new policy that took effect on May 1 now allows applicants to bypass the lottery process and apply directly for affordable apartments that become available for re-rental. Landlords can now list these units on platforms like StreetEasy as soon as previous tenants move out. Prospective renters can tour apartments and inquire directly with building owners about any income-restricted units. Rentals will be offered on a first-come, first-served basis. This change does not apply to newly constructed buildings, which will still require applicants to use the Housing Connect lottery system.
The policy, introduced by the city’s Department of Housing Preservation and Development, follows a study that found significant delays in re-renting affordable units—often leaving them vacant longer than necessary. The waiver will remain in effect for at least 12 months, after which the city will evaluate whether the change has improved the process.
